BAAQMD Asbestos Notification and Surveys for Oakland Demolition
August 28, 2026 | 6 min read
Asbestos was used for decades in flooring, roofing, pipe wrap, plaster and mastic, and plenty of Oakland's housing and industrial stock was built in that era. Before a building is demolished, the air district wants to hear about it, whether or not anything hazardous turns up. This is an overview, not a compliance manual. Confirm current rules with the Bay Area Air Quality Management District and your asbestos consultant.
Bay Area rules, not Southern California's
Oakland sits in the Bay Area district (BAAQMD), whose asbestos requirements are in Regulation 11, Rule 2, alongside the federal NESHAP. People sometimes hand over notification instructions written for the South Coast district, which covers Los Angeles and surrounding counties. Those do not apply here, so make sure any checklist you are following names BAAQMD.
The usual steps
- Hire a certified asbestos consultant: A Cal/OSHA-certified consultant inspects the building and samples suspect materials. The report tells you what must be removed before the structure is knocked down.
- Notify the district: Structural demolition generally requires notification to BAAQMD even when the survey finds no asbestos. Notification is made online, a fee applies, and the district assigns a job number, the J number.
- Watch the notice period: The standard advance notice has been about ten working days, with a shorter, expedited option for small residential buildings. Treat these figures as a starting point and confirm with the district.
- Abate before demolition: Regulated asbestos-containing material is removed by a registered abatement contractor ahead of the machines, then disposed of under hazardous-waste handling rules.
- Keep the dates accurate: The start date on a J number is meant to be firm. If the schedule slips, revise the notification before the original date passes rather than after.
Renovations are covered too
Interior gut-outs and partial teardowns are not exempt. The district sets renovation thresholds measured in square feet, linear feet and cubic feet of regulated material, and crossing one triggers notification. If you are stripping out a Jack London warehouse or a bungalow kitchen, ask the consultant whether your quantities reach those thresholds.
Lead is a separate question
Buildings painted before 1978 may carry lead-based paint, which falls under Cal/OSHA's lead-in-construction standard and sets worker protections and waste handling. Ask your consultant or contractor to cover lead in the same visit so the plan accounts for both.
Oakland Demolition Co coordinates surveys, notification and abatement scheduling with the demolition itself. Reach us at (510) 939-7261 before you commit to a start date.
