Asbestos Survey & Abatement CoordinationOakland, CA
How surveys, BAAQMD notification, licensed abatement and clearance fit around a demolition schedule in Oakland.
Asbestos is the item most likely to set the start date on an Oakland demolition. We are a demolition contractor, not an abatement firm, so the work on this page is coordination: making sure the right specialists do the right steps, in the right order, before any demolition begins.
Our job is to keep the notification, the abatement and the demolition from colliding. Many Bay Area buildings built before the 1980s carry asbestos in floor tile and mastic, plaster, pipe insulation, roofing and cementitious products, so we plan for it from the first walk-through.
Scope & Specifications
- Our role
- Coordinate and sequence; abatement is performed by an appropriately licensed contractor
- Survey
- Performed by a qualified, certified inspector before demolition or renovation
- Air-district step
- Notification to BAAQMD; the City typically asks for the district's job number with the permit application
- Abatement
- Contractor holding the required CSLB credentials and Cal/OSHA registration for the scope
- Clearance
- Independent air or visual clearance after abatement, before demolition resumes
- Waste
- Packaged, labeled and taken to a facility authorized to accept it
Equipment We Use
Containment barriers and negative-air units
Used by the abatement contractor to keep fibers inside the work area
HEPA vacuums and scrubbers
Capture fine particles during abatement and clean-up
Decontamination units
Let workers exit a regulated area without carrying fibers out
Wetting equipment
Keep materials damp so fibers do not become airborne
Air-monitoring pumps and sampling media
Used by independent consultants to measure fibers and support clearance
Labeled waste containers
Carry asbestos waste to an authorized disposal site
How the Work Is Sequenced
Inspect and sample
A qualified inspector surveys the building, samples suspect materials and issues a report of what and where.
Decide the abatement scope
The report is reviewed with the owner and abatement contractor to settle what must be removed before demolition.
Notify the air district
The notification is filed with BAAQMD within the notice period the district requires; confirm the current rules with the district.
Abate and clear
A licensed contractor removes the material under containment, and independent clearance is obtained before we proceed.
Demolish and document
Demolition follows the cleared sequence, and the survey, notification and waste records are kept with the permit file.
Safety & Compliance
Rules, thresholds and fees change. Use these as a checklist of what to confirm, and rely on the issuing agency for current requirements.
BAAQMD Regulation 11, Rule 2
The Bay Area's local rule for asbestos in demolition, renovation and manufacturing; it adds to the federal rule.
Federal NESHAP (40 CFR Part 61, Subpart M)
The national asbestos rule for demolition and renovation, enforced locally in the Bay Area through the air district.
Cal/OSHA Title 8 §1529 (Asbestos in construction)
Sets worker-protection requirements, including work classes, regulated areas, monitoring and respirators.
CSLB asbestos certification and Cal/OSHA asbestos registration
Contractors performing regulated asbestos work in California need the required state credentials; ask to see them before you hire.
City of Oakland demolition permit
The City generally asks for evidence of the air-district notification before it issues a demolition permit.
Oakland Considerations
Local note 1
West Oakland and Jack London District warehouses can carry asbestos in roofing, pipe wrap and boiler rooms, in addition to flooring. Survey scope should cover the whole building, not just the area being demolished.
Local note 2
Pre-war homes in Temescal, Fruitvale and the hills can contain it in plaster, duct wrap and vinyl flooring. A survey is useful even on a house teardown.
Local note 3
Notification timing is the part most often underestimated. Ask BAAQMD for its current notice period and fees early, since we cannot start any demolition until it is satisfied.
Asbestos Survey & Abatement Coordination FAQs
The air district's rules treat demolition of regulated structures as a notification trigger even in some cases where no asbestos is found. Confirm your project's requirement with BAAQMD.
No. We coordinate. A properly certified abatement contractor removes the material, an independent firm samples the air, and we sequence the demolition around them.
It is the reference the district issues when a notification is accepted. The City of Oakland generally asks for it with a demolition permit application, so it affects your timeline.
Not in the area with regulated material. Demolition resumes after abatement and clearance are complete.
